Information on Iowa State Financial Assistance Programs and Resources Due to COVID-19

To: All Residents

To help our Residents through these unprecedented times arising from the COVID-19 pandemic, Havenpark Communities has compiled a list of Iowa state financial programs and resources that may be available to you. 

Please note that the programs and resources mentioned in this document are meant to provide
general guidance and should not be perceived as containing any legal advice or recommendations.

If you are currently unemployed (due to layoffs, furloughs, or reduction in workforce) due to
COVID-19, you may be eligible for expanded unemployment benefits.

  • Summary of Program: Iowa has implemented an extended unemployment benefits program
    with a streamlined application process for qualifying individuals affected by COVID-19, with
    benefits for up to 26 weeks. These benefits are in addition to the federal unemployment
    benefits discussed below. Unemployment benefit checks are expected to be issued within 7 to
    10 days after the claim has been filed.
  • Who is Eligible: Individuals who were employed and earned the minimum threshold wage in
    the last 18 months and are out of work due to any COVID-19 related reasons (including, but
    not limited to, caring for a sick family member, childcare/school closures, employer
    shutdowns, temporary or permanent job loss, self-quarantine, or being ill with COVID-19).

If you are currently retired, you may re-enter the workforce with limited impact.

  • Summary of Program: Iowa has relaxed the restrictions on Iowans who retired from
    employment covered by the Iowa Public Employee’s Retirement System (IPERS) to re-enter the
    workforce. As of March 26, 2020, IPERS-covered workers are now permitted to return to work
    sooner and waive the annual earnings limitation.
  • Who is Eligible: IPERS-covered employment, primarily related to licensed health care professionals, public health employees, police officers, and firefighters.

The Iowa Small Business Program allows tax deferrals to small businesses that were impacted by
the COVID-19 pandemic. Small business can apply to defer their retail sales and withholding
taxes. While the deadline to apply for a deferral has expired, the Iowa Department of Revenue is
still taking applications.

The U.S. Small Business Administration (SBA), administrated through the states, is offering
Economic Injury Disaster Loans to help small businesses overcome the temporary loss of revenue
caused by COVID-19. The loans are offered at low interest rates.  

The Targeted Small Business program has a fund to support sole operators with zero employees impacted by the COVID-19 pandemic. Eligible small businesses may receive grants up to $10,000.00.

The Paycheck Protection Program provides federally-backed loans to small businesses for certain
payroll expenses, mortgage interest, rent, and utility costs. Eight weeks of forgiveness is
available if the employer retains employees at salary levels comparable to those prior to the
COVID-19 pandemic. Small businesses impacted by COVID-19 issues may apply for these loans
between April 3, 2020 and June 30, 2020.
