Information on Minnesota State Financial Assistance Programs and Resources Due to COVID-19

To: All Residents

To help our Residents through these unprecedented times arising from the COVID-19 pandemic, Havenpark Communities has compiled a list of Minnesota state financial programs and resources that may be available to you. 

Please note that the programs and resources mentioned in this document are meant to provide
general guidance and should not be perceived as containing any legal advice or recommendations.

If you are currently unemployed (due to layoffs, furloughs, or reduction in workforce) due to
COVID-19, you may be eligible for expanded unemployment benefits.

  • Summary of Program: Through Executive Order 20-05, Minnesota loosened the restrictions
    on the requirements for obtaining unemployment benefits, and presumes that any leave of
    absence is involuntary. 
  • Who is Eligible: Individuals who have temporarily or permanently lost their job or had hours
    reduced because of COVID 19, (including, but not limited to, caring for a sick family member,
    childcare/school closures, employer shutdowns, temporary or permanent job loss, selfquarantine, or being ill with COVID-19).

If you are a veteran, you may qualify for extra assistance.

  • Summary of program: Minnesota enacted two programs to assist Veterans who may be financially impacted by the COVID-19 pandemic: a $1,000.00 grant and a Special Needs Grant for emergency help with rent, mortgage, utilities, auto loans, medical bills and other one-time financial expenses.
  • Who is Eligible: A veteran or surviving spouse who meets the program criteria and can demonstrate a loss due to COVID 19.

Minnesota Small Business Emergency Loans are made through an approved lender – you can find FAQs, application materials and lenders on the DEED website. These loans are for $2,500 to $35,000 and at a 0% interest rate. There is a total of $30 million available for this program. If you are affected by Executive Orders 20-04 and 20-08, this program could provide a 0% loan to help you meet expenses. 

This program provides a 80% loan guarantee for loans up to $250,000 made by a qualified economic development lender within this program. This program is intended to incent the private market to make loans to small businesses and provides the guarantee for those loan dollars. The state is providing a loan guarantee of $10 million which is likely to leverage between $20 and $25 million in lending by private banks. 

Minnesota has extended the grace period on Sales and Use Tax payments to May 20, 2020, for businesses required to suspend or reduce services under Executive Order 20-04.
