Information on North Dakota State Financial Assistance Programs and Resources Due to COVID-19

To help our Residents through these unprecedented times arising from the COVID-19 pandemic, Havenpark Communities has compiled a list of North Dakota state financial programs and resources that may be available to you.

Please note that the programs and resources mentioned in this document are meant to provide

If you are currently unemployed (due to layoffs, furloughs, or reduction in workforce) due to
COVID-19, you may be eligible for expanded unemployment benefits. 

North Dakota Governor & Department of Health (DOH) in partnership with ProudCrowd, creators
of the popular Bison Tracker app, launched a free mobile app, Care19, to help slow the spread of
COVID-19 in North Dakota. The app will help the ND DOH reduce the spread of COVID-19 by more
efficiently and effectively identifying individuals who may have had contact with people who have
tested positive. 

Once the Care19 app is downloaded, individuals will be given a random ID number and the app will
anonymously cache the individual’s locations throughout the day. Individuals are then encouraged
to categorize their movement into different groups such as work or grocery. The Care19 app will
only store the location of any place a person visits for 10 minutes or more, and the ID number of
each individual contains no personal information besides location data.

The North Dakota Tax Department is aligned with the IRS extension date. Individuals or businesses
who are unable to file an income tax return or pay the tax by the April 15th deadline, can file and
make payment through July 15, 2020, without penalty and interest.

The U.S. Small Business Administration (SBA), administrated through the states, is offering Economic Injury Disaster Loans to help small businesses overcome the temporary loss of revenue caused by COVID-19. The loans are offered at low interest rates. 

Certain employer premium payments and a late fee penalty for payroll reports to Workforce
Safety and Insurance for unemployment were suspended until June 30, 2020. Additionally,
quarterly unemployment insurance contributions and reports to Job Service were suspended
until June 30, 2020.
